About the Water District

The Basey Water District (BWD) is a government-owned and controlled water utility in Basey, Samar. It was established in 1977 and was formerly under the management of the local government. It was transferred to the Basey Water District in 1982.

History

Created by the Sangguniang Bayan in 1977
From municipal water system to chartered water district

Sangguniang Bayan Resolution No. 97 was approved on October 31, 1977, creating the Basey Water District (BWD) based on Presidential Decree No. 198, otherwise known as the Provincial Water Utilities Act of 1973, which established the national policy favoring local operation and control of water systems and authorized the formation of local water districts.

On September 6, 1982, the Local Water Utilities Administration (LWUA) awarded the Conditional Certificate of Conformance No. 215 to the Basey Water District, which entitled the District to LWUA’s comprehensive assistance program.

On March 12, 1992, the Supreme Court declared with finality that all water districts in the country created under PD 198 are government-owned or controlled corporations. The mandate of the District is to acquire, install, improve, maintain, and operate water supply and distribution systems within its boundaries.

As a small water district, BWD has 2,342 active service connections and serves an estimated population of 11,710 as of December 31, 2024.
